Rachel E. Muñoz, Vice President for Strategic Operations and Special Counsel to the Executive Vice President, provides essential operational leadership and strategic support within the Office of the Executive Vice President. Reporting directly to Jomysha Delgado Stephen, Rachel leads major cross-functional initiatives, provides important operational oversight, supports crisis and issues management efforts, and leads high-performing teams including the Office of Labor Relations since September 2024 and Dartmouth’s Human Resources Division, effective February 20, 2026.

Rachel previously served as Dartmouth’s Associate General Counsel and Associate Vice President for Labor and Employment. Before coming to Dartmouth, she served as Associate General Counsel, Labor and Employment at Barnard College and Associate General Counsel at Southern New Hampshire University.  Rachel was previously a partner at the Boston law firms of Morgan, Brown & Joy, LLP and Jackson Lewis, PC.
