Rachel E. Muñoz, Associate General Counsel/Associate Vice President, Labor and Employment joined the Office of the General Counsel in 2023 and has overseen the Office of Labor Relations since September 2024.  Before coming to Dartmouth, she served as Associate General Counsel, Labor and Employment at Barnard College in New York City and Associate General Counsel at Southern New Hampshire University in Manchester, NH.  Rachel was previously a partner at the law firms of Morgan, Brown & Joy, LLP and Jackson Lewis, PC in Boston, MA.  

At Dartmouth, Rachel’s legal practice focuses on labor and employment, as well as academic governance, compliance, research, student affairs, and civil rights (including Title IX).  As Associate Vice President, Labor and Employment, Rachel is responsible for supporting labor relations at Dartmouth by maintaining strong and productive relationships with Dartmouth’s labor unions through the negotiation of mutually-beneficial collective bargaining agreements on behalf of Dartmouth, and ensuring compliance with the National Labor Relations Act. She received a B.A. in Sociology from Grinnell College, an M.A. in Sociology from the University of Massachusetts, Amherst, and a J.D. from Northeastern University School of Law.
